Hualien Prison originally located at the downtown Chunsan Road of Hualien City. Due to the facility was too old to accommodate the prisoners, the Ministry of Justice then decided built a brand new prison locate at Ji-an Township, Hualien which opened in the year 1982. The facility is situated on approximately 12 metric-acres of land just north of the Liyu Lake scenery spot. The average population of the facility generally is around 1600 inmates.

The mission
The mission of the Hualien Prison is to ensure that all persons committed to this correctional institution are confined with the level of custody necessary to protect the public and that they are provided with the care, discipline, training, and treatment needed to prepare them for reintegration into the community.
According to the organizational statute, the prison is subordinate to Ministry Of Justice, which comprises one Senior Warden, one Deputy Warden, and one Executive Secretary. Besides the female prison, the facility is divided into 6 sections and 4 managerial offices. Moreover, there are one extension school, one drug-abstention center and two branches prison.

Department of Classification, Department of Education, Department of Prison Labor, Department of Health and Hygiene, Department of Security and Department of General Affairs.

Female Prison Section.

Personnel Office, Accounting Office, Statistics Office and Ethics Office.

The Prison Executive Committee consists of The Warden, The Parole Committee, The Treatment Developing Committee, The Classification Guidance Committee, The Education Guidance Committee, The Prison Labor Guidance Committee and The Health and Hygiene Guidance Committee.
