School’s Full Name and The Founding Background
Hualien County Private Zhengde Senior High School Continuing Education Division (hereinafter referred to as Zhengde Continuing Education School) was initiated in 1983 under the directive of the Ministry of Justice, officially established in the 1984 academic year, and formally approved by the Taiwan Provincial Department of Education in 1985. The school represents a milestone in the educational development of correctional institutions, devoted to the concept of “rehabilitation through education.” Its mission is to provide incarcerated individuals with learning opportunities, enabling them to enhance self-worth and successfully reintegrate into society.
Facilities and Learning Environment
Located in Ji’an Township, Hualien County, the school facilities include:

- An outdoor sports field and a Life Education Garden
- A multi-functional auditorium with a capacity of approximately 300 people for assemblies, lectures, and talent showcases

Teaching Features and Curriculum Design
- Administrative Structure: The warden concurrently serves as the school principal; the deputy warden acts as director of academic affairs; the secretary serves as director of student discipline; the chief of the Education Section is head of curriculum; and the chief of the Guard Section is head of student guidance.
- Academic System: The school operates both junior high and senior high divisions, each with three classes, totaling six classes, conducted under a small-class teaching model.
- Curriculum: In accordance with the Ministry of Education’s 2019 Competency-Based Curriculum Guidelines, the school combines fundamental academic subjects (Chinese, English, Mathematics, etc.) with diversified elective courses. The Curriculum Development Committee convenes annually to deliberate on programs for the following academic year.

Student Admission and Achievements
- Admission: Students are recruited from Hualien, Yilan, Taitung, and other correctional facilities, with relaxed admission criteria to expand educational access.
- Achievements: Since its founding, the school has produced over 1,400 graduates from both junior and senior high divisions.
- Since the reorganization into the Agency of Corrections, Ministry of Justice, Hualien Prison in 2011, the school has graduated 150 junior high students and 253 senior high students (as of 2025).
- Further education: 15 students successfully enrolled in Chang Jung Christian University through Tainan Prison, and 8 students were admitted to National Open University through Chiayi Prison.
Graduates have gained confidence and positive life attitudes during their studies, with many successfully reintegrating into society upon release and realizing their personal value.
